One of the fundamental principles
of Integrated Flood Management is the River Basin approach. The principles of IMF for river basin that is
exclusively within a country or under a single political administration is the
same as that for an international or transboundary basins. However, river basins that are
administratively divided by international or intra-national boundaries require
special understanding and treatment particularly with respect to the harmonious
relationship between the adjoining States.
The relative location (upstream or downstream) of these states with each
other within the river basin is not really important.
